Simon joined Crossrail 2 in 2015 to lead the Commercial Team, at this critical early stage of the £27bn project. He is able to draw on 10 years experience at Crossrail, where he led both the Investment Planning and Commercial Agreements teams on that £15bn project, and is well placed to provide an insight on how critical early decisions can impact overall success.
Simon is an advocate for the application of risk analysis to the development of commercial models, co-authoring the governance module of the Project Initiation Route Map, published by the HM Treasury in 2014, and the Complementary risk module published in 2016. Recently, he has contributed to the development of the Transport Infrastructure Efficiency Strategy for the Department for Transport and a continues to Chair the Infrastructure Risk Group.
Prior to joining Crossrail, as a chartered Civil Engineer and member of the Association for Project Management, he has worked on major infrastructure projects in the UK and overseas including the Channel Tunnel Rail Link (HS1) and Hong Kong international airport.
